    Guangdong, Beijing, Jiangsu Ranked Top 3 on China Patent Power Billboard in 2018

    In recent days, National Intellectual Property Administration of People’s Republic of China (CNIPA) issued China’s Report on Patent Power Scorecard in 2018 (hereinafter referred to as the Report) at Beijing. The Report was compiled by the Intellectual Property Utilization Promotion Department and the Intellectual Property Development & Research Center of CNIPA. The Report was consecutively released for eight years. In the Report, the intellectual property power of 31 provinces in China (including the districts and cities) were comprehensively evaluated based on five aspects, i.e., the patent creation, utilization, protection, administration and service. The Report played a positive role in developing the high-quality IP work and promoting it coordinating with economic society. 

    Since last year, the national IP system conscientiously implemented the decisions and arrangements made by the Party Central Committee and the State Council. As the institutional reform was practiced, the quantity and quality of the IP indexes were significantly improved and enhanced. The various IP tasks made great progress along with IP protection increased, IP utilization expanded, and level of internationalization improved. According to the Report, Guangdong, Beijing, Jiangsu, Zhejiang, Shandong Shanghai, Sichuan, Hubei, Chongqing, and Fujian ranked top 10 for their comprehensive IP strengths. Guangdong, Beijing, and Jiangsu ranked top 3 in the eastern region. Hubei, Henan and Hunan ranked top 3 in the midland and the northeastern region. Sichuan, Chongqing and Shanxi ranked top 3 in the western region. 

    The Report demonstrated the high-quality development in the field of intellectual property, strengthening the objective evaluation on patents’ quality in various regions. On the basis of Patent Quantity Deviation Index of last year, the Report of this year further optimized the system of evaluating the high-quality development, highlighted the quality rather than quantity, and coordinated the number of patent applications and the rate of economic growth with the level of technological creations. As shown in the Report, Beijing, Guangdong, Shanghai, Jiangsu and Zhejiang topped the ranking for their high-quality patents. Beijing, Shanghai, Jiangsu, Zhejiang, Tianjin and Sichuan rose in the ranking for their high-quality patent creations.

    In 2018, the various provinces were devoted to further building IP power provinces, and made important breakthroughs and highlights. They generated experience of building IP pilots and some typical cases related to IP creation, protection and utilization, which provided practical support for building an IP power nation. Shanghai, Jiangsu, Guangdong and Sichuan, the IP power pilot provinces, demonstrated a modeling role and leading performance by making full force to explore the IP rights distribution reform. They also built more than ten pilot programs covering the mechanism of the IP power provincial consultation which was copied and promoted to nationwide. Fujian, Shandong, Henan, Hunan, Chongqing and Shanxi, the supportive pilot IP power provinces, made breakthroughs in transferring IP utilization and supporting industrial transfer and upgrading. Gansu, an IP power pilot province with special characters, focused on its regional advantages and made great progress in patent utilization, protection and administration.
