Recently, the China National Intellectual Property Administration (CNIPA) released the progress of the Blue Sky Movement, in which 71 administrative punishment cases related to the unqualified patent agencies covered a total penalty of RMB 5,000,000 in 2021.

The CNIPA has been deepening the Blue Sky Movement to strictly crackdown the trademark and patent agencies against the laws and the regulations. The unqualified agencies have adverse effect to the market order, the quality of patents, and the interests of clients. In October, 2020, the CNIPA published the administrative punishments to the local unqualified patent agencies around the nation for the first time. Since November of 2020, the CNIPA has handled many cases, and published the names of the agencies, the actions against law, the legal grounds and the specific penalties.
