Recently, Ministry of Science and Technology, General Administration of Quality Supervision, Inspection and Quarantine, and Standardization Administration jointly released the 13th five-year plan on technical standard and technology innovation (hereinafter the plan), targeting at advancement of the strategy of technical standard, and enhancement of technological innovation and coordinated industrial upgrading.
The plan listed the following goals: national science and technology program plans to support over 1,000 national standards, develop more than 200 international standards, advance over 1,000 China’s standards to be quoted or adopted by foreign engineering construction projects, establish 50 innovative bases for national technical standards and 50 national standard checking points, and cultivate innovation-oriented pilot enterprises on the basis of the standards.
The plan also puts forward 5 key tasks. First, efforts will be made to strengthen the research and formulation of the standards in the emerging and overlapping areas. Second, services should be provided for formulation of standards in the science and technology plan to promote the transfer of scientific and technological achievements into technical standards. Third, efforts should be done to foster the competitive advantage of Chinese standards and contribute to the international standards. Finally, enterprises should improve the capabilities in creating the standards and funds of different resources should be encouraged to support the research and formulation of technical standards.
